Assam insurgency : New Delhi no longer eager to hold talks with ULFA

The Centre on April 22 made it clear that it was no longer eager to initiate talks with a banned militant outfit that ‘kills at will’ even as Ulfa talks facilitator Mamoni Raisom Goswami was making an impassioned plea around the same time to Governor Ajai Singh to restart the stalled peace process.
